The Hardware Installers, Corp. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 914312, citation number 1, item number 2, and was affirmed as a final order on 08/07/2013 with respect to a workplace located at Evander Square At Celebration, Celebration, FL 34747. 29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501 (b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502: (a) At the Jefferson Apartment development in Baldwin Park employees working on the third level of building #3 installing subfloor decking were not using conventional or alternative fall protection where they were exposed to fall hazards of 10 and 30 feet as observed on or about January 15, 2014. Hardware Installers, Corp., was previously cited for a violation of this Occupational Safety and Health standard or its equivalent standard 29 CFR 1926.501(b)(1), which was contained in the following inspections: 1. Inspection Number 924766 Citation 1 Item 1 and was affirmed as a Final Order on November 18, 2013, with respect to the workplace located at 1596 Gaines Mill Court, bldg. 1000, Celebration, Florida 34747. 2. Inspection Number 914312 Citation 1 Item 2 and was affirmed as a Final Order on August 8, 2013, with respect to the workplace located at Evander Square At Celebration, Celebration, Florida 34747. |

Exception: When the employer can demonstrate that it is infeasible or creates a greater hazard to use these systems, the employer shall develop and implement a fall protection plan which meets the requirements of paragraph (k) of 1926.502. (a). At building 200 of the Evander Square development, employees installing roof sheeting on a steep roof pitched at 7:12 were exposed to 33 feet fall hazards where the guardrail system being used was not complete in that it did not span the length of the roof. |
