Brandon Blvd., Brandon, FL 33508, as observed on or about 03/04/2013, The spoil pile on the west and east end of the excavation was placed right next to the excavation. The spoils were multiple feet high, consisted of sandy soil, and posed a hazard of falling into the excavation and producing extra loads on the bank walls of the excavation, promoting cave-in. |

Citation text line | 29 CFR 1926.652(a)(1): Each employee in an excavation was not protected from cave-ins by an adequate protective system designed in accordance with 29 CFR 1926.652(c). The employer had not complied with the provisions of 29 CFR 1926.652(b)(1)(i) in that the excavation was sloped at an angle steeper than one and one-half horizontal to one vertical (34 degrees measured from the horizontal): a) For the S.T.E., Inc. work site at 425 E. Brandon Blvd., Brandon, FL 33508, as observed on or about 03/04/2013, employees were working in an excavation that was measured to be between 6 ft. and 7.14 ft. deep at the location employees were working. No cave in protection was being used and the excavation side walls were measured to be 56 degrees, 51 degrees, and 45.6 degrees respectively. The soil was analyzed to be type C and employees working in the excavation were exposed to cave-in hazards. |
