29 CFR 1910.1025(e)(1)(ii): For any employee who is exposed to lead above the permissible exposure limit for 30 days or less per year, the employer did not implement engineering controls to reduce the exposure to 200 micrograms per cubic meter: At the pistol and riffle ranges located at 3909 N US Hwy 301, Tampa (FL), as observed on or about 03/19/2013. a) a sales employee was exposed to 1230.6 µg/m3 of lead organic over a 322 minute time period. This is equivalent to an 8-hour TWA exposure of 825.5 µg/m3, which represent 16.5% of the OSHA-PEL of 50 µg/ m3. b) a sales employee was exposed to 379.2 mg/m3 of lead inorganic over 357 minute time period. This is equivalent to an 8-hour TWA exposure of 282.0 mg/m3, which represent 5.6% of the OSHA-PEL of 50 µg/ m3. ABATEMENT NOTES: General methods of control applicable in these circumstances include, but may not be limited to, the following: 1. Utilize a local exhaust system equipped with HEPA filters to capture dust particles while the filters are removed from the ventilation system and disposed in to the bags. 2. Implement a HEPA Seal Bag In/Bag Out housing to enclose the filtered contaminants. 3. Establish a detailed employee rotation system that complies with 29 CFR 1910.1025(e)(5): MULTI-STEPABATEMENT PROCEDURES: STEP 1: Due (45 days from issue) Effective respiratory protection shall be provided to and used by exposed employees as an interim protective measure until feasible engineering and / or administrative controls can be implemented or whenever such controls fail to reduce employee exposure to within permissible exposure limits. STEP 2: Due (90 days from issue) A written detailed plan of abatement shall be submitted to the Area Director outlining a schedule for the implementation of engineering and / or administrative measures to control employee exposures to hazardous substances as referenced in this citation. The plan shall include, at a minimum, target dates for the following actions which must be consistent with the dates required by this citation: 1. Evaluation of engineering / administrative control options; 2. Selection of optimum control methods and completion design; 3. Procurement, installation and operation of selected control measures; 4. Testing and acceptance or modifications / redesign of controls. All control measures shall be evaluated for each particular use by a competent industrial hygienist or other technically qualified person. 90-days progress reports are required during the abatement period. STEP 3: Due (120 days from issue) Abatement shall have been completed by the implementation of feasible engineering and / or administrative controls upon verification of their effectiveness in achieving compliance. |
