The employer fails to assure effective protection against falls as required by the standard, as demonstrated on March 1, 2016, when employees were installing roof sheating on a 2-story residence at 79603 Plummers Creek Drive, Yulee, Florida 32097 without the use of complete fall protection systems and were exposed to fall hazards of 20 feet. JZA Construction, Inc. previously committed a serious violation of this standard on September 3, 2015, with respect to a workplace located at 701 Virtuoso Lane, Orlando, FL, which became a final order on December 15, 2015 (Inspection No. 1089753).
