Employees were observed working on the second floor of the new residential home. The stairway located in the middle of the home was not equipped with a stair rail system along the unprotected side to prevent employees form falling to the lower level. The second floor sheathing to the first floor ground measured approximately 11 feet 2 inches. |

The eave to ground height was approximately 20 feet and the employees had no fall protection system in place. b) For employees working at 12668 Flatwood Creek Drive in Gibsonton, as observed on or about November 24, 2014. Employees were working on the second floor of the new residential home where 2 window openings were unguarded. Employees were exposed to fall hazard of approximately 9 feet 4 inches.
