Citation text line 29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems: a. Employees performing framing operations at elevations of six feet or more above ground level are not being protected from fall hazards by a fall protection system. The employer fails to assure effective protection against falls as required by the standard, as demonstrated on October 14, 2016, when an employee performing framing operations on a structure located at Lot 8, Block J, Aly's Beach, Florida was exposed to a 21-foot 2-inch fall to the surface in that there was no fall protection being used. The Emerald Coast Framing and Siding, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 951487, citation number 1, item number 2 and was affirmed as a final order on January 15, 2014, with respect to a workplace located at 321 Pilsoll Way, Santa Rosa Beach, Florida 32459.
