Employees installing framing and sheathing at elevations of six feet or more above the ground are not being protected from fall hazards by a fall protection system: The employer fails to assure effective protection against falls as required by the standard, as demonstrated in the following instances on March 31, 2016 at a job site in the Barrett's Park development in Panama City, Florida: 1. On or about March 31, 2016, on the 6:12 pitch roof at lot 91, 7160 Riverbrooke Street, two framing employees installing roof sheathing were exposed to an 8-12 feet fall hazard from the eaves and trusses in that they were not protected by a fall protection system. 2. On or about March 31, 2016, on the second floor of the house at lot 90, 7158 Riverbrooke Street, two framing employees installing floor decking and framing were exposed to 10 feet fall hazards from unprotected edges of the second floor in that there were no guard rail installed around the open edges and stairwell and there were no other fall protection systems in use. Halen Construction, Inc. was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 988613, Serious citation number 01, item number 001 and was affirmed as a final order on October 24, 2014, with respect to a workplace located at Tidal Bridge Way, Lot 33, Watersound, Florida.
