Citation text line 29 CFR 1926.454(b): The employer did not have each employee who was involved in erecting, disassembling, moving, operating, repairing, maintaining, or inspecting a scaffold trained by a competent person to recognize any hazards associated with incomplete planking, missing guardrails, and improper location of guardrails: a. On or about April 23, 2015, at the Arium Apartment complex, employees who had not been trained by a scaffold competent person were allowed to reconfigure scaffold components while working from scaffolds to install windows, and these employees were not able to recognize hazards such as incomplete planking, inadequate guardrails, and excessive distance from the front of the scaffold to the working surface.
