Citation text line | 29 CFR 1926.702(h): Bull float handles, used where they might contact energized electrical conductors, were not constructed of nonconductive material or insulated with a nonconductive sheath whose electrical and mechanical characteristics provided the equivalent protection of a handle constructed of nonconductive material: On or about February 17, 2017, at the above addressed job site, an employee who was finishing concrete on an elevated surface, received a shock and electrical burns, when the conductive handle of a bull float contacted overhead energized electrical power lines. IN THE ALTERNATIVE: 29 CFR 1926.416(a)(1): Employees were permitted to work in proximity to electric power circuits and were not protected against electric shock by de-energizing and grounding the circuits or effectively guarding the circuits by insulation or other means: On or about February 17, 2017, at the above addressed job site, an employee who was finishing concrete on an elevated surface while in close proximity to overhead power lines, received a shock and electrical burns, when the conductive handle of a bull float contacted the energized electrical lines. |
