Citation text line | 29 CFR 1926.1417(a): The employer did not comply with all manufacturer procedures applicable to the operational functions of equipment, including its use with attachments: a. At the Delos site, employees were expose to a struck by hazard, in that, the manufacturer procedures included in the Operators Manual Section 4 Titled "Attachments" were not followed while extending the boom of a Link-Belt 80100 mobile crane by installing or rotating a jib base attachment, on or about 10/18/2018. In the alternative: OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that, employees were exposed to a struck by hazard while extending the boom of a mobile crane by installing or rotating a jib base attachment: a. At the Delos site, employees were expose to a struck by hazard, in that, the manufacturer procedures included in the Operators Manual Section 4 Titled "Attachments" were not followed while extending the boom of a Link-Belt 80100 mobile crane by installing or rotating a jib base attachment, on or about 10/18/2018. Among other methods one feasible and acceptable method to correct this hazard is: 1. Follow the manufacturer procedures included in the Operators Manual Section 4 Titled "Attachments". 2. Assure that a competent person supervises the jib set up and extension. 3. Assure that the employees involved are made aware of the hazards relating to extending and attaching the jib. 4. Assure that when pins were removed employees were are not allowed under the crane boom and jib. |
