Citation text line 29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels are not being protected by guardrail systems, safety net system, or personal fall arrest system: a. Each employee performing roofing work on steep-pitched roofs at elevations are not being protected from fall hazards by a fall protection system. This violation was most recently observed on April 11, 2014 at a job site located at 82 Wayside Lane in Jacksonville Florida. Employees installing framing and sheathing were exposed to 10-16 feet fall hazards from the top cords of trusses to a concrete slab, in that they were not protected by a fall protection system. To abate this hazard, the employer must ensure that all employees working at elevations of 6 feet or greater are protected from fall hazards by a fall protection system. Pursuant to CFR 1903.9, the employer must submit documents describing the steps it is taking to ensure compliance, including an explanation of how these steps protect its employees from falls (An abatement plan and periodic progress reports may also be required if the abatement period is more than 90 days).
