Rather, employees had to climb the frame of the scaffolding.

On or about 11/08/2021, at the construction site, employees were working off of scaffolding at heights of approximately 13 feet and 8 inches in areas where there were no guardrails installed, exposing them to fall hazards of approximately 13 feet and 8 inches to the ground below. No fall protection was being used.
