29 CFR 1926.200(g)(2): The design and use of all traffic devices, including signs, signals, markings, barricades, and other devices, for protection of construction workers did not conform to Part 6 of the MUTCD (incorporated by reference, see 1926.6): a) On or about September 13, 2019, in the jobsite located at Armsdale Rd., in Jacksonville FL, the employer failed to design and use a Temporary Traffic Control zone for the protection of construction workers performing in the tasks within the work space, that include all traffic devices, including signs, signals, markings, barricades, and other devices, that conform to Part 6 of the MUTCD, to establish a advanced warning area, a transition area or taper and a flagger station located at sufficient distance to the intended stopping point. |

For each employee engaged in a task identified on Table 1, the employer did not fully and properly implement the engineering controls, work practices, and respiratory protection specified for the task on Table 1: a) An employee who operated a Husqvarna K770 power saw to cut concrete elliptical pipe was exposed to Silica Respirable Fraction Time Weighted Average (TWA) of 528 micro-grams per cubic meter (mcg/m3), 10.5 times over the permissible exposure limit of 50.0 mcg/m3, where the engineering controls and work practices as described in Table 1 were not implemented. The sampling was performed for 17 minutes during one shift on September 17, 2019. |
