Description Within thirty days, the petitioners shall file a supplemental petition addressing whether the City of North Port's decision to deny or reject the petition for contraction in 2022 was a legislative decision, as opposed to a quasi-judicial decision, that was not subject to certiorari review in the circuit court. See § 171.051(2), Fla. Stat. (2023) (providing that "[t]he municipality to which such petition [for contraction] is directed shall immediately undertake a feasibility study of such proposal, and the governing body shall, within 6 months, evaluate the feasibility study of such proposal and either initiate proceedings under subsection (1) by introducing a contraction ordinance or reject the petition as a legislative decision"; § 171.081(1) (2022 & 2023) (providing that a petition in the circuit court for review by certiorari "may be initiated at the party's option within 30 days following the passage of the annexation or contraction ordinance"; see also Broward Cnty. v. G.B.V. Int'l., Ltd., 787 So. 2d 838, 843 (Fla. 2001) ("As a rule, only quasi-judicial actions are reviewable by certiorari."). Within twenty days of service of the supplemental petition, the respondent shall file a supplemental response addressing the stated issue. Within fifteen days after service of the supplemental response, the petitioners may file a supplemental reply. The petitioners' motion for a written opinion remains pending during the supplemental briefing period.
