Description denial of prohibition ~ Petitioner's petition for writ of prohibition is denied. Petitioner has initiated over thirty-five appeals or original proceedings in this court relating to his dispute with Section 23 Property Owner's Association, Inc., or associated individuals. These cases stemmed from Charlotte County Court case number 2014-CC-601; Charlotte County Circuit Court Case numbers 2011-CA-3581, 2014-CA-2242, 2014-CA-2270, 2015-CA-3, and 2019-AP-56; and Sarasota County Circuit Court case numbers 2014-CA-2345, 2014-CA-3977, 2016-CA-556, and 2017-CA-1340.In cases 2D13-4054, 2D15-0719, 2D16-5108, 2D17-2313, 2D18-0130, 2D18-3685, 2D19-2120, and 2D20-418, this court issued per curiam affirmances.In case 2D20-1851, this court transferred the appeal to the circuit court. In view of his numerous meritless filings, Petitioner shall show cause within twenty days of the date of this order why this court should not direct the clerk of this court to reject any pleadings related to the lower tribunal case numbers identified in this order unless the filing is related to a pending case or submitted by a licensed Florida Attorney.

Description MISCELLANEOUS ORDER ~ In its November 27, 2019, order directing a response to the petition for writ of mandamus and prohibition, the court specifically directed a response to the chronology surrounding the petitioner's motion to disqualify. The court attempted to clarify this latter directive in its order of December 9, 2019.The amended response filed by Attorney Sutter announces that the respondent judges "shall address the chronology surrounding the petitioner's motion to disqualify," but the response does not appear to do so. Within 15 days of the date of this order, the respondents shall supplement their amended response by addressing the issue of the chronology of the petitioner's motion to disqualify. See Fla. R. Jud. Admin. 2.330(j); but see Tobkin v. State, 889 So. 2d 120 (Fla. 4th DCA 2004). The respondents should not address the merits of that motion, only the chronology of the several related filings. Specifically, the petitioner alleges that he "file[d]" a motion to disqualify Judge Porter on September 26, 2019. Pet'n at 12. The attached copy of the filing reflects this date of service. Pet'n at 67. However, the clerk's datestamp reflects a filing date of October 16, 2019. Pet'n at 12, 60. Judge Porter signed an order denying the motion to disqualify on October 22, 2019; the order was filed on October 29 and served on October 30. Pet'n at 68; see also pet'n at 13 ¶20. Only the signature date would make the order timely. See Fla. R. Jud. Admin. 2.330(j). The petitioner may serve a supplemental reply within 15 days of service of the respondent's supplemental response.
