29 CFR 1926.454(a): The employer did not have each employee who performed work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards as required by paragraph (a)(1)-(5) of this section: a. During exterior stucco work, employees were gaining access to work elevations by using a two frame scaffold erected at the perimeter of the building where guardrails were removed and not replaced, cross braces were not installed at the wall side, an access ladder was not used, and employees were working by standing on single plank platforms. Employees involved in scaffold use were exposed to a fall hazard 14 feet, in that, training and education was not provided to include the following: 1. The nature of fall hazards and any falling object hazards. 2. The correct procedures for dealing with erecting, maintaining, and disassembling the fall protection system and falling object protection system being used. 3. The proper use of the scaffold, and the proper handling of material on the scaffold. 4. The maximum intended load and load carrying capacities of the scaffold. 5. Any other pertinent requirements of Subpart "L" (Scaffolds) under 29 CFR 1926. |
