Citation text line 29 CFR 1910.1200(e)(1): Employer had not developed or implemented a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, safety data sheets, and employee information and training will be met: On or about November 29, 2016, and at times prior thereto, at the above addressed worksite, the employer did not develop and implement a written hazard communication program for employees engage in sandal assembly operations, who were required to work with Contact Cement Clear, Mineral Spirits and Lacquer Thinner that contain hazardous chemicals, such as, but not limited to, Trimethy-Benzene, Cumene, hexane, 2-propanone, methylbenzene, Stoddard Solvent, methanol, toluene and acetone. The employer (Kino Sandals, Inc.) was previously cited for a violation of this Occupational Safety and Health standard or its equivalent standard, 1910.1200(e)(l) which was contained in OSHA inspection #982923, Citation 2, Item 1, and was affirmed as a final order on November 24, 2014, with respect to a workplace located at 107 Fitzpatrick ST, Key West, FL 33040.
