Citation text line 29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b): a) At the job site, employees performing re-roofing work on a 6 in 12 pitched roof were not being protected from 8 feet 7 inch fall hazards by a fall protection system: The employer routinely fails to assure effective protection against falls as required by the standard, as demonstrated on August 5, 2016, when employees were removing shingles on the roof of a one story residence at 612 Robin Lane, Kissimmee, FL 34759 without fall protection and were exposed to a fall hazard of 8 feet 7 inches above the ground. Jasper Contractors, Inc. previously committed a willful violation of this standard on November 23, 2015, with respect to a workplace at 11895 Swooping Willow Road, Jacksonville, Florida which became a final order on April 21, 2016 (Inspection No. 1107776). Jasper Contractors, Inc. previously committed a willful violation of this standard on October 9, 2015, with respect to a workplace at 4422 Willow Chase Terrace, Jacksonville, Florida which became a final order on April 21, 2016 (Inspection No. 1097900).
